IODE Programme Components

A Programme Component is an action with core UNESCO/IOC RP funding and staff support, supplemented by in-kind and/or extra-budgetary support, that enables the activity to operate on a sustainable basis. Programme Components are the IODE core activities.

Overview of the different IODE Programme components

Ocean Biodiversity Information System:

OBIS is a global open-access data and information clearing-house on marine biodiversity for science, conservation and sustainable development.

Ocean Data and Information System :

ODIS is creating the IODE of tomorrow: it is building a global ocean data and information ecosystem composed of hundreds of connected data and information systems spread around the world. It will allow scientists and other ocean practitioners to share their data and information and data/information to discover and download data and information to develop the data and information products they need for a variety of users.

The Ocean Data and Information System (ODIS) provides an interoperability layer and supporting technology to allow existing and emerging ocean data and information systems, from any stakeholder, to interoperate with one another. This enables and accelerates more effective development and dissemination of digital technology and sharing of ocean data, information, and knowledge. As such, ODIS is a collaborative solution to interlink distributed systems for common goals. Together with global project partners and partners in the three regions, a process of co-design is underway, enabling a number of global and regional nodes to test the proof of concept for the ODIS, and work together on the documentation.

The ODIS-architecture development is being supported by the Ocean InfoHub Project, and it was tested initially on IOC and partner databases. However, the system and standards are now open for any institution or initiative that is interested in accessing the global data ecosystem to adopt and implement. To access the documentation, see   or our Github Repository:

ODIS has created a Decade Programme called OceanData2030 [need to add text]

OceanTeacher Global Academy:

The OceanTeacher Global Academy (OTGA) supports a network of Regional and Specialised Training Centres delivering training to meet the needs of IOC Programmes and contributing to the United Nations Decade of Ocean Science for Sustainable Development. The OTGA e-Learning Platform delivers online, onsite and blended learning and enables the sharing of standardised, quality training content in a coordinated framework. OTGA training courses are provided in four languages (English, Spanish, French, Portuguese) and all content is freely available under Creative Commons licence.OTGA fully contributes to the implementation of the IOC Capacity Development Strategy, addressing key outputs identified in the strategy through increased support to the training activities of all IOC programmes and working with partners to develop, host and deliver training activities to meet capacity development priorities. OTGA aims at building equitable capacity related to ocean research, observations and services in IOC Member States. OTGA is an endorsed action under the UN Decade of Ocean Science for Sustainable Development: OceanTeacher Global Academy: Building Capacity and Accelerated Technology Transfer for the Ocean Decade.  The UNESCO/IOC Project Office for IODE, host of OTGA, is an ISO certified Learning Service Provider.
